It depends a lot on what you want to do in eve really.
Mining PVP - Solo, group, corp fleet battles, alliance fleets, 0.0, empire agent running Trader
I will assume some type of PVP
Interceptors Not great firepower on their own Small fast, hard to hit Made of glass, when they are hit they dont tend to last long
Main uses being in fleets to tackle (warp scramble and web) a bigger target that itself, so the larger ships in the fleet can kill the tackled ship.
In a group of these they can easily destroy battleships, but if you go into 0.0 and fly in a fleet of 10 of these, a battleship or 2 can setup to counter your small ships, and u will get blasted.
HAC These are just cruisers with more guns, armour, and resistances, they are good solo machines, and are excellent in a small gang due to their battleship equivalent armour, they are still cruisers, so are reasonably fast to warp and move around.
In a large alliance fleet their use is disputed, the vagabond can be setup like an interceptor, and be a heavy tackler, the eagle can be set up to snipe at extreme ranges to kill enemy support, they are popular ships, reasoning for their popularity varies on the application and situation they are in.
Recon ships These come in 2 flavours for each race
I of the ships is pure EW, each race has a certain type of EW that it uses, cadari are jammers, amarr are tracking, minmatar is webber, and gallente are warp scramblers
These are used in a fleet or a small gang, supporting the other people in the gang with whatever EW bonus they have. Looking at the ships gives you an idea of their usage.
The ship that is most popular in this category is the rook as it has very very effective jamming, plus excellent range.
The other types are kinda like covert ops ships with teeth, they have the ability to fit the covert ops cloak, so they can warp cloaked
These tend to be a pack, specialised oranised group sort of ship.
If u get a gang of these behind enemy lines, there isnt much they can do to stop you, you can sneak past gate camps and go find a soft target, warp in cloaked, get into position, uncloak and unleash hell.
The most popular ship for this style of play tends to be the pilgrim, as it uses drones and nosferatu, nos to remove all the cap from the enemy, drones to kill it, cloak to sneak in close.
Again, nasty ships used correctly, but are most effective in gangs of similar ships.

as a side note just do what you enjoy, when u first start PVP u wont be very good, simple fact, u wont be, start small, every gang needs a tackler, always will, and always has done, the large battleships cant hit what has warped off.
Start in a fast tech I frigate, Rifter is the immediate choice here, but all races have equivalents. Work your way up in ship size, do not jump in two footed with your brand new recon ship, as it will likely get blown from under u by an assault frigate that knew what he was doing...
I personally am a support pilot, i very very rarely fly anything larger than an Assault Frigate (a baby HAC for want of a better description), i enjoy this type of combat in a fleet, and as an anti enemy support role i will always have a job in fleet, filling the role of heavy tackler, and emeny support killer.
See what you like, get a few tech I frigates and give it a go, all ships have a tech I version of them, may not be as effective, or survivable, but it is good at its role.
